Please unblock package usrmerge

[ Reason ]
Adds a new translation and removes years-dead code.

[ Impact ]
Spanish users will miss the translation for a package which is going to
be used to upgrade all Debian systems.

[ Tests ]
I do not believe that this package can be automatically tested.

[ Risks ]
Not really.

[ Checklist ]
[X] all changes are documented in the d/changelog
[X] I reviewed all changes and I approve them
[X] attach debdiff against the package in testing
