Dear Release Team,

I would like to ask for a transition slot for openturns. Because of ABI
breaking changes, the SOVERSION has increased from 0.24 to 0.25. The new
version is in experimental and builds on all necessary architectures.

There is only one rdep in the transition: persalys. The version of persalys
currently in experimental builds fine against the new openturns. I am the
maintainer of both, so I will coordinate their uploads to unstable.

Currently openturns and persalys are affected by RC bugs in unstable, which
their versions in experimental will clear.

Also, the upload of openturns to unstable would benefit the
auto-upperlimit-python3 transition, as openturns is currently a red line in
this transition.

The Ben file at
https://release.debian.org/transitions/html/auto-openturns.html
is good.
