Dear release team,

[ Reason ]

libopenh264-cisco7 cannot be installed properly with my latest security upload.

[ Impact ]

#1099030 documents that the postinst downloads from a 404 HTTP URL.

[ Tests ]

The libopenh264-cisco7 build with the proposed changes properly downloads the library and finishes installation.

[ Risks ]

None.

[ Checklist ]
[x] *all* changes are documented in the d/changelog
[x] I reviewed all changes and I approve them
[x] attach debdiff against the package in stable
[x] the issue is verified as fixed in unstable (unstable was never affected)

[ Changes ]

Version change for the library to download.

For the release team: Technically this is a regression from the DSA
not able to download in the contrib component the package the
libopenh264-cisco7 . We have discussed this shortly and do agree with
Bastian's approach to make the fix available in the point release
(rather than issuing a regression DSA and forcing everybody to upate
the package again for the rather edge case of the package).

So from our point of view, please do accept Bastian's proposal to make
the fix via the point release.
